it works fine in win10; you click win+shift+s, make a screenshot, click the notification and it opens up in a window.

in win11 someone had a brilliant idea: instead of opening up a new window every time you click a notification, it replaces the one that is already opened.

WHY WOULD I WANT TO HAVE THIS BEHAVIOR?? I AM NOT A BABY, I CAN MANAGE MY WINDOWS!! WHY WOULD YOU CHANGE THAT???
